How do we let business users get their own answers without creating five new versions of the truth? That is the central tension of self-service reporting — and most organisations resolve it by falling to one extreme or the other. They either restrict access so tightly that self-service exists in name only, or they open access so broadly that every department produces its own numbers, none of which agree.

Most users sit at Level 1 or 2 — and that is appropriate. Self-service does not mean every user builds their own reports. It means every user can get the answer they need at the level of interaction that matches their skill and role.

  4. Publish 3–5 pre-built reports that answer the most common questions from business users. These are Level 1 content — no user creation, just consumption.
  5. Train a small pilot group (10–15 users) on both the tool and the data. Gather feedback on what works, what confuses, and what is missing.
  6. Expand gradually, adding Level 2 interactivity, then Level 3 creation for selected users, based on demonstrated competence and business need.

This sequence takes three to six months. It is slower than deploying a tool, but it produces a self-service environment that users actually use.
